If I'm not mistaken, the "Hartford" part of the id means nothing. It's licensed to Waterbury. They could easily identify themselves as Waterbury-New Haven. In fact, I believe they actually identify themselves as WMRQ Waterbury-Hartford-New Haven.
As far as the transmitter location, I don't think it matters as long as they put a full signal into their city of license (Waterbury), which they do. West Peak is also ideal for a New Haven signal. I think it's about equidistant between Hartford and New Haven. Ironically, it's in New Haven County.
