Illegal (Unlicensed) Translators?

I have heard tell over the years that in some rural areas, individuals or groups set up TV translators without benefit of FCC licensing or approval. Does anyone know of any of these through word of mouth or actual viewing?

Never actually saw one. When I lved in Michigan in the late 90's., there was a rumor of one locally that would pop up now and again showing porn, but I never actually saw it. In Australia they actually have a process for local residents or community groups to establish low-power translator service in remote areas...sounds like a great idea.
