Imperial Valley-unknown station

During my trips to/thru the Imperial Valley in January,November, and last weekend, I have monitored a station on 90.3, which carries west to near
Golden Acorn , blocking Z-90 in some areas. It's receiveable to Yuma to the east.
What makes this interesting, is there is no audio. No stereo pilot. No ID's. Just a carrier, 24 hrs.
My guess is it's south of the border. Anyone got any clues on this?
