You may recall recently where ABC was airing a World Cup Finals game on a Saturday morning, usually reserved for E/I programming so that the network and its affiliates meet their quota.

Today, CBS aired the Notre Dame/Navy college football game - live from Dublin, Ireland. The time difference means it starts at 9 AM ET. Concerned about meeting their own E/I quota, the CBS affiliate in Pittsburg, KS, KOAM, decided to air children's programming in lieu of the game.

That is Odd for a CBS affiliate to pre-empt or Blackout a game for a Kids show. I know in area where CBS Owns both a CW affiliate and Flagship CBS Station. The Kids show will simply Move to CW station owned by CBS whenever the Flagship CBS O&O has to air the game. I know in San Francisco on Thursday KPIX had to Pre-Empt a 49ers game to Air the RNC Speech from CBS News and CW got the 49ers game.

That's assuming that CBS would let them move the game to a subchannel. The E/I mandate is that 2 1/2 hours of educational childrens' shows must air on the primary channel -- and this requirement cannot be met by moving those programs to a subchannel.

That said, the FCC does allow for occasional preemption of these programs, as long as it isn't constant.

They could've easily bumped it to the Fox channel; usually at that time on Saturdays the waste-of-Fox's-bandwidth Weekend Marketplace is airing and there would've been plenty of time to make up the E/I hour they missed on that channel; the only people they would've annoyed are the three fans of 15 year-old Crook & Chase repeats and sitcom encores.

My brother says KFMB in San Diego often bumps early college basketball games (9am-11am start Pacific time) from a CBS double or triple header in favor of E/I programming. Bump the sports programming, but whatever you do, don't pre-empt the infomercials.

Or in Los Angeles whenever KCBS2 has to air CBS programming and theres breaking news in LA the KCAL9(independent station owned by CBS) Crew will jump in and air a car chase or a shooting in the area from Sky9. Not really sure how WCBS and WLNY does this at this time.
