Indy 500 streaming

On WIBC's stream the network spots all ran, but the local spots were covered with PSAs. Some smaller market stations around the country don't cover anything on their normal format streams. What exactly are the rules on airing spots online, if any? And if there are any real rules, are they ever enforced?
 
The basic thing is this:
If you wish to air spots online, you need to pay AFTRA (the VO artist union) double, once for performance OTA and once for web. I would guess that IMS Radio Network covered this expense.

A lot of the small-market stations don't worry about it. Most of the time these stations air 75% spots that were produced in-house. Theoretically, AFTRA could sue for the royalties on the other 25%, but I'm not aware of any suits actually being filed.
