Interesting FM signal in Atlantic Beach/Morehead City area

At Fort Macon State Park Sunday, I picked up 102.3 FM fairly strong with a Frank Sinatra-heavy standards format. The station identified as "102-3 Frank and Friends", but with no mention of call letters and nothing tying it to any local community. The signal was in stereo and the audio chain sounded very good. I lost the signal pretty quickly by about Atlantic Station Shopping Center on NC 58 North (west of Ft. Macon). The signal was somewhat spotty in Morehead City, but carried farther, as I could still hear it at the shopping center just past the US 70/NC 24 junction. I can't find a record for any 102.3s in that region (not full power, LPFM, nor Translator), let alone any with that format. The area is well known for interesting reception, but I looked up and down the East Coast and didn't see any possible "suspects". Anyone else heard this station or know where it's coming from? Perhaps one of the local resorts?
