International "Part 15" rules

Does Canada or Mexico have any rules similar to Part 15 broadcasting? How would these apply to transmitters near the border; could one place a Rangemaster, for example, in Tijuana with the intent of reaching far south San Diego, or put a device somewhere north of the San Juan Islands in Washington state and reach the outskirts of Vancouver? You get the idea. I would think the respective agencies would cooperate if a station was causing interference, and how would that be resolved?
 
Canadian rules are similar to ours. I'm not sure about Mexican rules.
