How do you choose the music? Will you have advertisers or is it just for fun? Also, do you have to pay music rights fees?

Live365 handles the royalties somehow. Not sure how. Here's what they say:

Live365 covers webcast transmissions on Live365 in the USA, Canada, and the United Kingdom. The USA is covered via ASCAP, BMI, SESAC, and SoundExchange, Canada is covered via SOCAN and Re:Sound, and the UK is covered via PPL and PRS for Music. Our coverage is provided through finalized agreements, interim agreements, and consent decrees with respective collection societies.

I suspect the station operator has to do the paperwork, listing all songs played and requisite metadata.

Unless they have an automated system that creates the report based on identification of the songs just like MediaBase does.
 
One monthly fee to Live365 covers the licensing. Surprisingly affordable, but limits the # of monthly streams. If you get more listeners you pay more. That'd be a nice problem to have. I use RadioDJ (great free software) that generates the reporting automatically. It also takes care of posting title/artist and album covers to the stream.

Can RadioDJ handle either block programming or voicetracking (in studio or remotely)?

They have a live relay option, and block scheduling available. I haven't looked into it but I think it's usable. They don't appear to do voicetracking directly but there is third-party software that does. I work around that issue within RadioDJ.
 
I stream you in my car all the time and enjoy everything you play. However, I have to ask this question: Occasionally, when I connect, this message appears - "Sorry, streaming is not available in your country". When this happens, I just back up and connect again, and everything is fine. I'm in Rochester, and I know that you Buffalo guys consider us foreign, but we really are in the USA. What's up?

Not sure. They may have some servers out of the country. Their support is pretty good. If it happens again do a screen cap and I'll send it to them..
