ION/KPXM reducing OTA coverage?

From an FCC filing in February:

On November 27, 2017, KPXM-TV was granted a construction permit for post-auction operations at its current tower site...Unfortunately, it is now evident that ION’s current site will not be available for post-repack operations. ION has sought to negotiate lease terms with the current tower owner that would accommodate ION’s post-repack operations. Due to the unreasonable demands of the tower owner, those negotiations have failed. ION has therefore located a new tower for KPXM-TV’s post-repack operations...To move to its new tower site, ION requires an amendment to its post-auction construction permit, which modification is requested in the attached application. ION is filing this request to move to a new tower location now, so that the FCC can have a stable database before the Special Displacement Window opens in the coming weeks.

KPXM's new site would put it closer to the Twin Cities, but its shorter tower and lower power would result in loss of coverage to the north and west.

they're going to get stronger signal in the Twin Cities which is what they want. Most people North and West of the coverage probably have cable or satellite anyways
