Is 102.5 a pirate

I'm 100% sure that they are a pirate. I've heard them on and off in San Francisco for the last year. The pirate pretty much obliterates KDON's signal in San Francisco. It blocks KSFM's reception as well. That pirate's transmitter is pretty powerful as their signal makes it across the Bay to San Pablo, Berkeley, etc.
