According to Wikipedia "On September 15, 2017, Evanov submitted an application to change CIRR-FM's frequency from 103.9 MHz to 103.7 MHz" ( Bottom line of "History" here: https://en.wikipedia.org/wiki/CIRR-FM )

CRTC is currently reviewing the situation. CIDC @ 103.5 (Z103.5-"Today's hit music") is owned by the same company. (Evanov radio group)
 
CRTC denied the change. It will be interesting to see what Evanov radio group will do now.
They were also ordered to maintain 103.5 as an Orangeville radio station. (NOT a Toronto station)
