Is 105.1 in Bloomington over modulation limits?

I cannot believe over the past few days the modulation level of Hoosier County 105.1 They are so loud  that even 25+ minutes away from their transmitter they still boom in. Anyone have a mod monitor they can dial up 105.1 on and check? My guess is 125% is being hit if not higher. The volume of B97, their sister station is about 1/2 of 105.1 Is AMP pulling a fast one or is it just poor engineering?

Expect item 2.

With no full time engineer the station probably has tekkies who adjust things. If it were directed expect both stations to do it.

On the other side the hills cause multipath. The only way to check mod on Class A stations is at the tap on the transmitter, using a channel specific cavity to reduce any foreign p[roducts, and a calibrated mod monitor.

Chief is pretty well on the money with one exception. If you check the modulation of a station over the air and it shows that it's legal, there isn't much need to go any further. I've seen some otherwise well respected engineers actually send out letters to competitors indicating that they were over-modulating, when at least in one case, I knew first hand that such was not the case. Questions about over-modulation are common...actual verified cases are, fortunately, rare.

All that said, I put my FM tuner into the meters on Adobe Audition & with my settings, every station except 105.1 peaked at -9 to -10. 105.1 peaked at -3.5, about 6db hotter.

One hopes if they do have an employee that is playing, that they get it back to where it belongs.

What is the guess on actual modulation based on past experience?

Keeping in mind how unscientific this method is, 6 extra DB should land it in the 150% range--minimum.
