Is a repeat still live?

I occasionally listen to 1080-WHOO ... Always liked Jerry O'Neil and thought it was good they expanded his show from 3-7pm when they transitioned to an NBC affiliate. Had time to listen most of Friday ... but noticed the 6-7pm hour was a rerun of 4-5pm (twice I heard the discussion on Tuck never having been to the Astrodome). So when they promo "live" can you really consider repeating an hour "live"?
 
The FCC's definition of "live" has, for decades, allowed inclusion of repeats which have not been edited from their original broadcast.
