Is Bilbat Sale Officially off?

I see on the FCC's CDBS that the Bilbat sale trade of WKPQ was dismissed. Is this the end of this deal?

As far as I know it is. My sources on Beech Street said it's all over but the Crying. I would expect that Terry Gillis (Phoenix Radio) will acquire the Licenses of WKPQ & WHHO now.
