I agree with all except RDU going active rock. No money in active rock, otherwise 96rock would've stayed with it years ago (ok, they were mainstream...close enough).
Alt/active in Raleigh = No $$$.
All about revenue, not ratings. You can have a highly rated station, but if it's not making money does it matter? If a station's overall ratings are low, but does well in it's target, and can be sold (sold out) then you're ok.
I see Y102 adding more AC titles to fill the void left by WRSN/Sunny 939. Otherwise WRAL owns AC in the market. Not a bad thing for Y....just need to be careful about those 80s titles. Whether they consider themselves an "oldies" station or not, perception is reality to it's P1s.
If your perceived as something, live up to it. Or you'll lose your core. Lose the core and your dead.
WTRG back to a 60s/70s oldies, ie "Classic Top 40", would kill. Especially on the 12th strongest FM in the U.S. (over 10,000 sq mi)
With that said about WTRG.... "oldies" is a 35-64 format. No delusions about it. If mgmt is ok with that, there's untapped local riches for a 35 plus format. Even in Raleigh where the average age is late 30s/early 40s.
