In a perfect world, yes, they would be live and local. In a perfect world, stations would invest to research their market to best serve their audience. But financially, that's not always possible. Independent operators don't always have a lot of money and large corporations don't usually invest heavily in their smaller markets.
From their website, it looks like it's the same bunch who operates KCKM-AM/Monahans (the old KLBO). KCKM recently upgraded their plant to run at 12k. That's after the money they originally invested to purchase that station and make repairs to put it back on the air not so many years ago.
Now they've put 94.7 on the air. That group has spent a chunk of change and they did it at a time when it's not easy to get capital loans. The amount of money to do that is huge.
We're in a recession. Texas hasn't been hit as hard as some areas of the country but advertising still took a hit. Whoever this group is, I'd give them credit for launching a new station in this climate. I'd also give them credit for spending money to improve their AM facilities, which in this day and age, isn't common.
You have to walk before you run. They may be looking for staff. Or they may be waiting to do a huge launch after the first of the year. Or they're waiting until they get some cash flow before committing to more salaried employees. Better to do that rather than have to lay off people later because their projections were off.
