I'm not really sure about KFAN. I know the owner and have for 25 years. We haven't talked for years, though. He owns KNAF, and 2 other FMs along with KFAN. The family is third generation broadcasters in Fredericksburg.
I think they got in trouble with adding a new station just as the economy tanked with the housing bust. I understand the company went bankrupt and the Dad bought it back, with the son having nothing to do with the station for something like 6 months. During that time KFAN was computer driven 24/7.
KFAN has never been about the smooth voiced professional voice. They always hired people that know the music. It you sound like you have a John Deere in the parking lot at KFAN/KNAF, that's fine. The format has always been pretty freeform. They had a music wheel with certain categories of music from which you could choose anything in the category. You had to be careful about the mix. It had to have balance. It took a while for a jock to grasp the format and create the right blend.
It think it would be pretty unusual for KFAN to be off the air or on low power for long. They are a 4 station chain and longtime residents of Fredericksburg. The station has a strong following throughout the heart of the Hill Country. All I can guess is something like a lightning strike might have left them at low power and they're arranging a fix. In the realm of broadcasting, they're pros and they're not slouches on the business end either. They are pretty savvy programmers too.
