Is KNXV-TV 15.1 DT Operating at full power?

The last time I was able to record an over the air broadcast was 1/31/08. I was just wondering if anybody knows of any changes to their signal after that. I know it is operating because some of my boxes get it but some no longer do and with digital being "all or nothing" that means a lousy "No Signal" message.
 
They haven't filed anything with the FCC since then. I haven't had any problems with them. For me, it's been 21, 45 and 61.

According to the FCC, they're licensed for 73 kW DTV. Their final facility will be at 193 kW. In either case, they should cover the entire metro area.
 
They will change to 193 kW horizontal, 78 kW vertical, on Channel 15, on 17 February, 2009. Their current signal on Channel 56 is 500 kW horizontal, but the FCC are slow at updating their records; that's why it still shows the 500 kW facilities as an application.
 
Strange one. They originally applied for and were granted a CP to build a 73 kW DT station, then were granted a modification of the CP to go to 500 kW. They then licensed the facility for 73 kW and later applied for a license to cover the 500 kW modification, which has never been granted. So they're running 500 kW on automatic program test authority, and have been granted special temporary authority to operate at 500 kW, which is the above-referenced application. So why not just grant the license?

I don't have any problems receiving KNXV-DT on all of the DTV receivers around here. I've found the most problem-proned signals to be KAZT-CA (which is a given since they're low-power) and KPPX-DT.
