Is KONV, Overton, NV On the Air?

KONV, 106.9, Overton is signing on air soon. Curious as to what their format is and how they sound and where.
 
Today's daily digest granted them the ;icenxe, so they must have been running programming tests prior to this. I have not been able to pick them up in LV on any radios. It may be that Kemp's plan is to use them as an anchor to build a Booster in LV, much as he has done with KVEG. That type of operation doesn't really care about the main station as long as the big market gets good doverage from the Booster. The rules permit this but are complex.
