As out of date as that list is (a lot of CC stations still listed that dropped PH last year; our AM dropped in October due to format change but is still there, etc.) I wouldn't trust the times listed, either.
As I understand it, you must be an affiliate of one of the ABC networks in order to have Paul Harvey. (The station may not necessarily carry ABC newscasts, but they're running the spots.)
You also must carry all three programs.
And if you want to add Paul and you're too close to an existing station, you need written permission from that station. When we added PH in 1990, we needed permission from one AM to carry on our AM, but two FMs to put it on our FM. One FM refused, so we didn't get PH for our FM for a few years until that station changed hands and the new owners said OK.
When ABC split into four networks in the 60s, PH was on the ABC/E schedule, but those affiliates didn't necessarily get PH... I think it ususally was determined by who was already running him. Later, when ABC had six nets, PH was supposidly only available to the "full-service" networks, Information, Entertainment, Direction, but there were some exceptions.

Probably a mistake on the list, although I know of one station running the Rest of the Story on a delay to 6:25am the next morning.
The first feed for years has been a "pre-feed" at 11:35am ET, which you weren't supposed to carry live but as of next Monday (or was it this Monday?) it moves to 11:44am to make it easier for stations running it before Rush at noon. On Saturdays, the first feed is at 11:10am ET. (I'm guessing that's to accomodate stations wanting to get it in before college football pre-game starts.)
