"Is Pay-for-Play HD Content on Horizon?"

The FM HD Radio spec always supported private data. Conditional Access isn't a major new development, it's just a new "standard within a standard." If these conditional streams were so much greater of an advantage, broadcasters would have already chosen that route in lieu of publicly-accessible HD2 and HD3 streams.
