Is RTN coming or what?

As of 8/30/2008, RTN is not on WHBF-DT yet, despite a QC Times article saying that it should be on by Labor Day. There's no mention about it on Channel 4's website, either. Did Citadel change thier minds about RTN or what? And what about WHBF's sister stations?
 
I don't know the status of WTN, but a few days ago KCAU in Sioux City fired up 9-2. Still a blank screen, but they must have some plans for a subchannel.
