Is this Allowed?

I don't think we have any laws against that, so long as the station follows the TOH rules. Many NPR stations run the BBC World Service overnight, and I don't see anything stopping Spanish-language stations from running in Spanish 24/7, so I don't see why Italian-language programming, whether it originates here or Italy, would pose a problem.
 
There is no restriction on carrying programming from another country. In fact, other than indecency, there are essentially no restrictions on program content at all. restricting programming based on language would be in violation of the First Ammendment.
 
The only thing I could think of that hasn't been mentioned already would be obtaining the U.S. broadcast rights from RAI in Italy. Assuming they can do that, they should be good to go.
