Is this fair?

Life is not fair.

Spend more time studying and less time playing radio and maybe you won't ask such dumb questions.

Here's a better question: Is it stealing to play music without paying the people who create it?

I'm not a student bud, but it certainly isn't stealing when it comes from a source that isn't even intended to exsist in the commercial sense.
Community radio is a not for profit venture.

To say that those who create the music heard on theese stations should be paid is to say that the volunteers on theese stations also should be paid, which they are not.

Now, if you wish to get into a discussion about the royalties that commercial stations pay for the "privilage" of playing music in Canada, I'm sure you can make a much better case with that.
