Is this rule still in effect in Canadian TV?

Some channels do have conditions of licence which require a certain percentage of prime time to also consist of Canadian programming, not just a certain percentage of the broadcast day.
 
I can remember when Global TV was able to use up several hours of overnight programming as cheaply as possible with a show that was clearly Canadian Content.

Whenever the last movie finished, maybe around 3:30 or 4am, till 6am, Global ran three shows every night, "Night Walk," "Night Ride" and "Night Moves."

Night Walk and Night Moves consisted of somebody holding a video camera, walking through some major Toronto neighborhoods at night, Youge Street, Bloor Street, Chinatown, etc. And a local jazz group was paid to play some of their original music as the soundtrack. Sometimes they used a female vocalist, sometimes it was just instrumental. Night Ride was a camera mounted on the dashboard of a vehicle, riding along Queen Street or Dundas Street, with streetcars passing by, again with a similar soundtrack.

Every night, Global changed the sequence. Sometimes it was Night Moves first, sometimes Night Walk, sometimes Night Moves. You can't say it wasn't 100% original Canadian content, althought I'm sure the CRTC didn't quite have this in mind when it set the guidelines.

Does anyone else remember these "shows"? I think I have them on VHS someplace.

I don't think programming between 12 midnight and 6AM counts...

Correct. Late night tv does not count.
I guess someone thought it would come in handy to fill any timeslot if need be.
 
I wonder if the softcore porn I cought on City or A-channel at 3am counts....guess if the girl was canadian..LOL. I am still supprised by that one.

With A channel in the hands of CTV, it's wise to believe you will not see anything porn or soft porn related from now on.
CTV intends to be "family friendly" 24/7 in respect to that form of programming. I'm not sure how this policy will apply to voilent movies though.
Also, it's not very clear wether or not Rogers, (the new owner of all the CITY TV's) will ban any form of porn on their stations.

The rumour I've heard (that may or may not be true, respectfully) is that Ed the sock will be canceled and in its place will be more Happy Tree friends.

If that is true, one has to wonder why anyone would go through all the trouble of eliminating soft porn/adult content, then turn around and add content that is of a violent nature that is not "family friendly" at all anyway.
