WINO 89.9 in Montour Falls (Watkins Glen) is apparently on the air, or so the CDBS says. ICR applied for and was granted a License to Cover. Don't know if they've got any normal programming on it yet or if it's broadcasting a loop of test programming as WRFI is. (was??) No updates on ICR's website or Facebook page yet, although the FB page shows a studio not too far from completion as of last November.
Guess this means no upgrades for WITH 90.1; they've been hemmed in by WINO. Well, not unless WEOS moves to 89.5 and WINO moves to 89.7. ;D
