According to Radio-Locator, WBUF, which blasts 76 kw @ 640 feet has not one but two translators: W291CN-FM, a full blown 250 watt rig at 106.1 and another less powerful translator, W239BA-FM with 55 watts on 95.7. Meanwhile, WUFO, WXRL and WJJL go without an FM. It's hard to fault Townsquare for doing it's homework and securing these frequencies, but really, does Jack need that much help in the city, especially having an antenna on the tower behind Channel 4? Meanwhile, reliable sources report Entercom's Alt 107.7 will begin broadcasting Monday on W284AP-FM, the 250 watt translator on 104.7. If this doesn't help Alt capture more 18-34 ears in the city, the format is truly dead.

The Einsteins at Entercom are only now learning about the limitations
of the 107.7 signal?
They bought it over TEN years ago.
The Lake lasted 7 years on that weak signal and got them their best results.
A Quality Rock - AAA format would likely find a decent audience.
The WBEN simulcast and ALT took them backward.
18-34 year olds aren't seeking out AM stations or FM translators.
None of it really matters anymore.
It's pretty much game over...

The FCC database hasn't been updated yet, they list a 19-watt translator at 104.7 rebroadcasting WCAU/Albany for Family Life, and a CP for a 250-watt translator for WTSS, which doesn't really need one as it's grandfathered in with 110,000 watts from Colden. And, the original WLKK translator at 107.3 from the roof of the Fairfax Apts. licensed to Williamsville still shows in the DB, although last time I was downtown Friday it was off the air.

Oh, family life on 92.9 WBUF HD2 if the above is not enough. Also ALT Buffalo on 102.5 WTSS HD2. They are really pushing that format. Buffalo State College also has alternative format for students by students. So, Entercom is aware of this? 102.1 in Canada also has this format. Does anybody really want it in Buffalo?

After looking at the number of frequencies on your list and who controls them, the more pertinent question might be, "Do people really want that kind of programming?" These proselytizers and pharisees use the loopholes in the non-com band and the HD-translator rules to flood the band, or sell the translators in the commercial band for exorbitant amounts. These frequencies would be better used if they were allocated to local broadcasters, owners of stations like WUFO, WSPQ, WJJL and WLVL. Imagine what would happen if the Hindus, Buddhists, Rosicrucians had as many frequencies? Something tells me there would be an uproar of Biblical proportion if the practitioners of Judaism, Bahai, Sikhism and Islam owned as many outlets.
That's how it's been done for 85 years. Aimee Semple McPhearson supposedly said to Herbert Hoover: "Tell your minions of Satan to leave my radio station alone." If you qualify for a license, it's yours to operate as you see fit under the rules laid out by the FCC. Aimee's problem was her station didn't stay on its appointed frequency. That was a problem.
Too bad "stations like WUFO, WSPQ, WJJL and WLVL" weren't savvy enough to grab translators when they were available. Of course, in the case of WJJL, management has been so inept for so long that it's amazing that they're still broadcasting. Perhaps those guys have been waiting for the FCC to offer some sort of relief. Or, maybe they're just not paying attention.
Dick Greene at WLVL in particular is certainly aware of the power of translators since he pursued one for WECK. Then again, he doesn't seem very Internet savvy. Check out their current web page...
