Jack and somewhat similar formats originated with the intense dislike of motormouth DJs by a significant portion of the audience. Playing a list that is "a thousand miles wide but an inch deep" gives a variety that is achieved with three or four decades of music.

"Pressure" had nothing to do with it.
The early PPM results in the first PPM test market (data only released to a few parties) demonstrated to CBS that classic hits was a PPM winner, so as PPM rolled into markets like New York, CBS added classic hits formats to win in the PPM.
Did I mention that CBS-FM in New York changed from Jack to classic hits as a reaction and response to the PPM?
Tight playlists of Jack are another major turn off.
Jack formats typically have among the broadest playlists on commercial radio. LA's jack can have upwards of 900 to 1000 titles in significant daypart rotation.
