No cable-only programming at all. That's really CATV -- community antenna television, the original term used to describe cable TV.

The 1980 Broadcasting Yearbook shows these changes in effect by likely late 1978-early 1979:

Continental (Continental/Leoni is a typo, but I'm unable to correct the error at this time): some cable-only programming had been added. WKZO and WJBK were sharing cable channel 3 and cable 2 was airing "TPS" (school access perhaps?). Also, cable 8 had government access sharing time with WOTV and cable 10 had time/weather when WXON was off the air (at the time, they didn't sign on until early afternoon IIRC).

Summit-Leoni: almost identical except WTVS had been replaced by WDIV (former WWJ).

By 1981 (according to BY '82)...
Continental: HBO was offered on cable 2, WJBK was sharing cable 3 with CBN, cable 8 was now WRHT 31 (Ind Ann Arbor), WUHQ had shifted to cable 10 (along with the time/weather service) and Nickelodeon and ESPN were sharing cable 11.
Summit-Leoni: WJBK and WTVS were sharing cable 3, WOTV had replaced WXON on cable 8, WGN had replaced WTOL on cable 11, HBO was offered on cable 2, cable 4 was local cable-only programming and community info, ESPN was on 9 and WUHQ was sharing 10 with CBN.
