The answer is.....maybe. If it's digital, then the frequency is set to 81.75 MHz, meaning that a Japanese FM station on 81.7 or 81.8 will come in - even in stereo. Channel 6 doesn't do you that much good because it's set to 87.75 MHz and most standard FM tuners go down to at least 87.7 - so nothing gained there in most cases. But if there was a station there you would get it and in stereo.
Channel 4 is at 71.75, so it's a bit too low for Japanese FM reception (which begins at 72.0).
Now, if your radio with TV sound was analog - then yes, you'd pull in the entire Japanese FM band.
