Jets vs Giants - Why only on WCBS/2?

You are asking the wrong question. You should be asking the cable company why it doesn't carry WCBS-TV, when it does carry WNBC, WABC, and WWOR.

The Jets-Giants game was only carried on WCBS TV, because it wouldn't make sense to carry the same program on two major stations. You'd just be dividing the total audience, and doubling the cost of coverage. That is not the way TV broadcasters, or the NFL, make the most money, and professional football and TV are all about making the most money. That's the game that matters most to them, and they play that game to win with the highest score.
 
It could be worse: You could be in Connecticut or Pennsylvania and not have WCBS at all - and then find out the Jets preseason game you wanted to watch on NFL Network has been blacked out "locally" by WCBS.

Part of the reason is in football you don't really have "home" broadcast like you do in other sports. For example, when the Yankees play the Mets, you'll see the game on both WWOR (Yankee broadcast) and WPIX (Mets broadcast) at the same time. The same is true when the Knicks play the Nets, Rangers play the Devils, etc. Both teams have a home broadcast that are both available in the same market.

I think what he meant is why the game is not seen on the Hartford / New Haven stations.

In-part. When WNBC carries pre-season Giants games WCCT-TV 20 Waterbury/Hartford (sister to NYC's WPIX) usually picks up the feed. Even if WCCT-TV doesn't pick up the feed, WNBC is still on the cable company that serves the town where my friend's bar is.
