Just a Question

In all the years it's been a requirement for stations to air 3 Hours of E/I programming I have never seen anything like this before. There is a message appearing on WSAH/43 before each children's show. I'm paraprhasing what it said:

Effecive 7/2 Children's Programming on WSAH/43 DT 42 will be changing from Wednesdays 7AM-1030AM to Mondays 7:00AM-8:00AM and 7:00AM-7:30AM Tuesday-Friday.

Is it some kind of federal requirement to inform viewer's of the time change or are they just doing it as a courtsey to the people who like to watch New Zoo Revue?
 
What Bostonmediaguy said... however its not a "rule" (ie not 47CFR73.????) its in a R&O somwhere.
