Not to take anything away from Justin, he left KMXB a very impressive #1 25-54, but that station has been kicking ass for years now under several different PDs. In fact the only time I remember MIX doing subpar was during the 101.9 KISS FM era, at least for a few books in that time period. Other than that KMXB has consistently done well no matter who was programming it. This just goes to show how vital Mark and Mercedes are to the stations success.
As for COYOTE, I'm sure RW does know the music How could he not considering how long he's been in country radio. Besides the music KCYE plays isn't really any different than what you would hear on any country station in the nation, they might be a little safer and more recurrent oriented, but the music doesn't stand out as bad to me. So I don't think it's the music per se, but I would agree they overall sound kind of stale. I can't quite put my finger on it. I don't know if it's the imaging, station voice, or the sound of the coyote howling..it just sounds stale to me, like nothing has changed since 2006.
As for Rik McNeil, I'll give you an example of a station he programmed that was on it's way to winning big. The updated version of KQOL, the last few months of KOOL 93.1. They were hot, I was hearing them everywhere. They were growing the last few trends (and lowering the demos). Their final trend after they already switched formats was HUGE (it always works out that way for some reason). But that was a time period when nationally everybody was dumping oldies (including WCBS-FM/NYC) and it looked like the format was going to die out. Instead the format updated and reinvented itself and KKLZ took over where KQOL left off.
As for PARTY. I think you have to look at the format more than the individual PD. The only Rhythmic AC I can think of that does any better (and it's just slightly better) than KPLV is KQMV/Seattle. KPLV actually made some 18-34 progress in the Summer bok with younger music and Ryan Seacrest. Still, Rhythmic AC may be too niche to ever be a big success (no matter who the PD is). I think the problem is it might be too in the middle. KLUC listeners may think the music on PARTY is too stale and played out. While the AC or Hot AC audience may think it sounds too hip hop.
Also, keep in mind PARTY runs on a skeleton crew. I keep reading that the (near) future of radio is syndication, automation, and maybe one live jock per station. Well if that's the case KPLV was just a little ahead of it's time and is coming to a station near you.
In defense of Chris Ripley, the Alternative format was a lot hotter back when Mike Stern programmed KXTE. In just about every market today stations that play young end rock or alternative get terrible ratings. I think it's partly because the audience these stations target, younger males, don't listen to nearly as much radio as they used to.
Finally I think you give too much power to the PD position. Things have changed since you left radio. While I'm sure it varies by company, station, and situation, often times today PDs just execute what corporate tells them to with minimal decison making or personal input.
While I disagree with some of what you say Vegasradio, I find your posts entertaining to read because you are so highly opinionated.
