Again, Why did the FCC aprove 93.3 in Sacramento? Even if it's a LPFM

Because according to the FCC's coverage maps there will be no interference. One can argue that the FCC's method for predicting interference is not accurate, and that argument is quite valid - especially for mountainous terrain and the inclusion of HD Radio. But allocations are based on these predictions.
