K254BZ 98.7 Fairbanks,TX has filed for their third minor mod in 6 months, they are relaying KBXX who's 60dbu service area from 605 M tower site, completely surround's all of the three past and present coverage map areas for K254BZ, and if You go to the advanced coverage map KBXX covers all of Houston. Beaumont, college station, and to the out skirts of Victoria. their current application shows K245BZ on a 134M ASL tower, in contrast to the KBXX tower at 605 M.
So, K254BZ has a "construction" permit to downgrade from 250 watts to 3 watts. Plus the antenna height will shrink from 500 to 366 meters. This is no ordinary construction permit - in fact it should be called a "destruction" permit! Seems like intentional broadcasting malfeasance at its finest. Besides, it's hard to figure why a 99KW Class C big-stick signal would need a 3 watt night-light translator practically across the street.
It has become commonplace for third parties to lease HD2 or HD3 channels from the owner and then to use a translator to put the programming on FM. While the HD2 or HD3 content must be supervised by the licensee, the licensee does not have anything to do with the translator or its operation.
So this is not a case of the "99 kw Class C" getting a translator. It is a case of the entity that leases the HD2 or HD3 operating the translator on their own account.

K254BZs Application has been accepted for filing but not granted.
KBXX 97-9 The Box is probably the best chance for a Victoria listener to hear a true Houston FM station. 94-5 fights with KRQQ out of McAllen; 96-5 fights with KLTG; 95-7 KKHH does pretty well but does not come in with the same consistency as KBXX. KXBJ and KNTE come in the best, but have towers close to El Campo so that gives them an unfair advantage.
