This is K290BC Victoria, a.k.a. "105-9 La Ley". It is being forced to move to 102-1, because Victoria Radio Works is about to light up a brand new class A facility on 105-9 from just south of Victoria, which will displace Benavides's translator.

Ah, so it is still La Ley. I posted in another thread thinking it might have switched to rebroadcasting KVRT, it's current primary station. Unless KVRT has an HD signal powering La Ley...
