K38 IZ malfunctioning

Lost the K38IZ-D signal this afternoon. A channel rescan dropped the station altogether. A transport stream read shows that the RF signal is still there, but no data are being sent.
 
KVPA 42.1 is doing the same thing. My TV shows no signal on K38IZ and KVPA but my converter box shows a black screen with a 40 - 80% signal.
 
That just happened today, as KVPA-LD was up last night. Same tower, perhaps? One shutting down, or cutting way back on power, while repairs are made to the other?
