Today, I tried tuning it in on one DTV converter, and it made the channel number "71.1" (although I still have to tune it to 38.1)

I personally don't think they're going to get it right any time soon, given my impression of the equipment they are broadcasting with.
 
I just read on an NTA document that PSIP is voluntary for LPTV stations, but mandatory for Class A, so that could be why we don't see PSIP on K38IZ-D. They are an incredibly low-budget operation. The only reason they're digital is because they were forced to move by Aloha Partners and couldn't find a suitable channel for analog operations.

And, how do they plan on getting a return on their investment...selling $80 DTV converters (before Government coupon, if they even take those) on their home shopping program alongside the cheap Chinese iPod knockoffs and other gadgets! I kid you not! This is what I caught through the pixelation trying to tune in to 38 once again.
 
Believe it or not, the quality of their programming has actually improved. I mentioned this at least a year or so ago, but their used car infomercials are infamous. On my way to work one morning, the radio station was discussing what the call screener seen on the station that morning. A used car infomercial featuring two very attractive young ladies who began to get, how shall I say? quite frisky with one another.

Haven't heard of much of that lately. The guy in the fat lady suit doesn't even come close.

With all the "professional" competition they have (Univision, Telemundo, Azteca America, Telefutura, and--to an extent--KPHE), I am surprised they are still on the air after all these years. With Liberman adding to the mix with KVPA-LP (if they ever close the deal), they will be the last station on a Hispanic media buyer's list. Maybe that's why they rely so much on the used-car lot infomercial strategy and self-promotion of the "Pitic" restaurant (which is co-owned).

As for the programming, I haven't seen any dubbed episodes of "Mission: Impossible" or "I Dream of Jeanne" (which may or may not be licensed to them by the studios that own the shows) lately.
