KAFY Bakersfield "La Nueva 1100"

Today,, La Nueva Broadcasting filed paperwork to related to the translator K262BP in Conner, south of Bakersfield. The frequency will change from 100.3 to 102.1 and the power will jump from 40 watts to 250 watts ERP.

So here's the question:

The KAFY AM signal is owned by AOTS Holding, Can a second-party own a cross-service translator? I know for a booster it has to be the same entity as the primary licensee. I think that also holds true for an FM fill-in translator. Do the cross-service AM translators use a different set of ownership rules?
 
You are indeed correct . Fill-in translators can be owned by a difference entity and receive technical and financial aid from the originating station...

Per the FCC...
Ownership and financial support. A fill-in translator station may be owned by the licensee of the FM primary station or by an independent entity. If a fill-in translator is independently owned, the owner must secure the permission of the primary station to rebroadcast its programming before commencing operation. This is a statutory requirement. See 47 U.S.C. Section 325(a); see also Footnote 52 of the Report and Order in MM Docket 88-140, 5 FCC Rcd 7212, 7245 (1990). The primary station may provide financial and technical support for an independently owned fill-in translator both before and after the translator commences operation.
 
There seems to be a power lockout situation regarding KAFY's translator, K222DH. It's located between Earlimart and Delano just off Route 99.

Per Monday"s FCC filing...

"K222DH, Delano, CA FAC ID# 202799 AOTS Holdings, Inc.
Justification for Request for Silent STA:"

"K222DH was rebroadcasting KAFY-AM, Bakersfield which was being programmed by a LMA Programmer. When the LMA was terminated, the Programmer ceased programming and turned off power to the translator transmission site which Programmer controlled. Programming continues on KAFY-AM by the Licensee, but for the foreseeable future the translator will be silent until arrangements for a suitable transmission site for the translator can be made. "

BTW, the former LMAer's LaNuevAM.com website and audiio stream is still active as that Hispanic religious groups has other stations in California..
 
I am somewhat confused .. I just heard a "La Fiera 100.9" ID at 8am PST on their Internet stream. No biggie, but Included were translator IDs for former La Nueva translators in Bakersfield and Conner..Also included was the (in)famous K300CW in Indio.

So is KHMU being relayed on KAFY? Even so, I don't think the Indio arrangement is legal.
 
A follow-on to my earlier posting. The two translators, K271DD (Bakersfield) and K271DF (Conner), are owned by La Nueva while KHMU's license holder is Hispanic Target Media.. Those two tanslators are filed as "non-fill-in" so apparently they're valid.

The K300CW arrangement with KHMU is probably bogus. Indio is just. too far away to receive a KHMU off-air signal. Besides, the current primary feed is listed as KLRD , not KHMU.
 
(possible tangent) Is KHMU on the air? Spot check of our local HTM station (KPQS) = has been off the air for several days.
 
Listening to 1110 LaNueva while in the Valley this week shows its basically running s Spanish Christian format with spot ads. Sister station KHMU maintains a strong signal into Bakersfield but its antenna does present some interesting null zones towards places like Exeter., admittedly outside the contour.
