When the PPM came out, the station averaged 23rd in 18-49 (just below KHJ) and 22nd in 25-54, just behind KSSE and pretty much tied with KPPC. At the time, CBS was seening how well CHR and Classic Hits did as more PPM data accumulated across markets, and they must have put the talk format under the microscope.
By November, before the December / Holiday books with their KOST and Christmas swing, talk had barely changed, up to 19th 25-54 and 21st 18-49. In 12+ it had achieved a 27th rank. It was not showing anything more than a little wobble, and certainly could not, in the PPM world, sustain the kind of revenue that TSL in the diary had justified in the years before.
The high streaming numbers speaks to your point of a loyal, national fanbase.
The streaming numbers, compared to local AQH audiences, were insignificant.
But, I do think the economic failures of 2009 caused CBS to flip 97.1 instead of 94.7.
The Wave was still 8 to 18 rank positions above 97.1 in late 2008, and had a much better chance at sustaining billings. On the other hand, KIIS showing at #1 25-54 quite consistently gave an indication that 97.1 was in the wrong format and was letting competitors take the money off that particular table.
On your other point, I don't think CBS will add a mix show to 97.1 because they don't really care about the station.
I think they care a lot about it. CHR is one of the big success stories of the PPM, and with the numbers they have, they can sell very well..
