KATV spending money "Like Drunken Sailor"

In the business section of todays Arkansas Democrat-Gazette, KATV 7 General Manager Dale Nicholson comments that his station is "Spending like a drunken sailor" to get a powerful analog and digital signal back over the air. The station is presently on the air with a lower powered signal on Channel 7 from the back-up KTHV-Channel 11 tower on Shinal Mountain. The station continues to struggle to recover from the collapse of it's landmark broadcast tower at Redfield in mid January.
 
You'd think an established station would have a contingency plan. I could see a new upstart not being prepared but they had plenty of time to come up with a plan B. Like uh, 40 years.

There are construction permits for both 7 & 22 at the old tower site currently on file with the FCC database.
