KCCK or WSNE

On my smartphone's FM Radio app when I scan to 93.3 it shows KCCK instead of WSNE (Coast 93.3) why it happens like that?

Weird, that's an 88.3 jazz outlet from Iowa.
Some kind of glitch, may correct itself.
When I traveled to Pittsburgh I used my NextRadio app to hear the Pirates game I attended and it was tuned to KDKA-FM "the Fan" 93.7...but when I got home and turned to WEEI-FM the display still said KDKA-FM The Fan.

many car radios will do that, hold onto the last RDS until they get new data

I've seen many RDS radios get erroneous call letters like that if the reception is marginal. It will display that there is an RDS, but not decode it correctly.

Some stations have incorrect pi codes and ut has to do with traffic data.. ive seen the wrong pi codes show up on my sangean hdt1

Was driving I-95 south around Topsfield.Display on car stereo said WUMB on 91.9.Tuned to 91.7 and was getting a mix of WNEF, //WUMB and my own WMWM and at one point it was on WMWM but display still said WUMB...Finally the display said WMWM SALEM--SALEM STATE RADIO which it normally would say when you get us.

Paul's correct about this. Your smartphone app is deriving that incorrect "KCCK" callsign from the PI code that WSNE sends out. There's a translation that's supposed to match each unique set of call letters to a PI code, and it's set by the NRSC (https://picodes.nrscstandards.org/). But iHeart stations don't follow that translation because of a quirk in the way they use RDS to send out traffic data to cars.

WSNE should be sending out "8586" as its PI code. But because the traffic system needs a PI code that starts with "1," WSNE sends out "1586" instead, which is the PI code assigned to KCCK.

The smartphone app (or Paul's Sangean radio) just looks at the PI code and displays the callsign that it's supposed to be matched with. It doesn't know any better. And it has nothing to do with marginal signal levels, in this case.
