KCPZ-LP and KPPZ-LP Kansas City

Why is 98.5 in Kansas City (KPPZ) weaker than 95.3 (KCPZ) in my area?
Both are apparently broadcasting from just about the same tower, and at maximum power/height for an LPFM.

I suspect that KPPZ never moved from it's old tower, when they changed to 98.5. The signal KPPZ used to have with their 100.5 frequency is just as good as it is now.

KCPZ 95.3 has a very strong signal now at my current location.

Is this illegal? Apparently not, since it's been going on for over a year.
