KDYN-FM has changed calls to KCYT. They are still broadcasting from a tower near Ozark.
Ah! You have apparently given us half of a story.
This is a very interesting two-station, two-owner deal that hopefully is a win-win-win story.
Yes, KDYN-FM has a CP to move their transmitter site. And change power.
KLYR-FM in Clarksville has a CP to move their transmitter site to the current KDYN-FM site.
Then there will be an ownership swap.
Ozark will end up with the same owners still doing FM from Ozark but with a city-of-license for Coal Hill.
Clarksville with two FM stations probably has more radio than they can eat, so one of their FM stations ends up over in Coal Hill/Ozark.
So, to the observer from a distance, Clarksville wins. When a town has too many stations for the available revenue, radio tends to mellow out into something about as useful as a bowl of Jello with algae growing on top.
Ozark wins because they get an FM with more power than what they had. (I stayed up too late looking this up last night. I THINK the moved frequency becomes an improvement in coverage.
So the people out of Mena who did own the KLYR-FM in Clarksville will end up owning KCYT-FM which now looks like it will be looking to FT. Smith and Fayetteville markets for revenue, so I assume they become winners. (It looks like they assume it is a win as they are going to pony up some cash to make these wheels all turn.)
Now the question about my win-win-win prediction. Does Ft. Smith win? Will one more station in the market (KCYT) make Ft. Smith a better market, or are we at the point that some Ft. Smith stations will be like a bowl of Jello with algae growing on top because Ft. Smith ends up with (already has?) too much radio for it's own good?
