KDDK to Addis question

A while back, someone (WBWorld, methinks) brought up how 105.5 KDDK was about to be awarded the construction permit to move from Franklin to Addis and effectively become a Baton Rouge station.

Normally, when a municipality's only FM service requests to change their city of license, the FCC won't grant the CP (or even begin the application process, IIRC) until first local service is replaced. So far, I haven't come across any records showing that anyone has applied to replace KDDK as a Franklin station when they move. Am I missing something, or has the FCC granted a waiver for some reason?

In a completely unrelated note, I find it slightly amusing that the new station in Broussard has the calls WHFG, given its location in relation to the Mississippi.

According to the FCC, Frankin will still be served by KFRA-AM 1390 which is owned by the same person. Whoever purchases KFRA would probably want to go for the FM allotment that should be free in that area.

The proposal to the FCC is trying to satisfy the local service with the AM station currently there

Also the KDDK to Addis is only a proposal sent to the FCC just like the 104.1 fiasco is still in limbo 2 1/2 years later.

I'm the one who posted it and found it : (http://www.radio-info.com/mods/board?Post=651096&Board=louisiana) ... Here is what I know:

Both the AM and FM belong to the same co. in Franklin. (Radio and Investments)

They had both been up for sale for $800k I beleive. (on http://www.broadcaststations4sale.com/sale.html )

He has PROPOSED ONLY to the FCC (which has stated the first step and proposed a notice of rule making) to move KDDK to Addis as a class A and is only promising city grade (70db/u) over "13.4% of Baton Rouge"... kind of funny considering most of the Baton Rouge heavyweights on radio and TV come off 2 towers in Addis... He is trying to use Addis as a shoein to the BR market to possibly sell it for more perhaps? ( http://hraunfoss.fcc.gov/edocs_public/attachmatch/DA-05-2717A1.pdf)

It would require KEUN Eunice to move it's reference location in the FCC database (and possibly move where it's at) (see FCC link above)

The AM station however is up for sale on website above for $120k (see sale link above)
