KDKA -TV - Not Ready for Prime Time?

I spent a week visiting relatives in the Pittsburgh area for a week and the family was watching the CBS affiliate KDKA-TV.

Their sister CBS station in Boston is WBZ-TV and I was expecting the same quality news outlet and product that WBZ-TV delivers every day.
I was seriously disappointed. KDKA looked like a low level cable access channel and not a CBS affiliate. It was one police/fire stand-up after another with no local news substance.
KDKA's news product was really shallow. Does anyone know if it has always been this way or it its third rate news product something new?
 
I grew up near Wheeling WV in the 1970's. KDKA was the ONLY news that my parents and grandparents watched, so I'm guessing that it has changed since then.
 
Clearly, KDKA is NOT your parents' news station.
Really, rank amatuerish reporting and news broadcasting/
