A lot of people agree with you. Just as many of us wonder what the issues are from both the buyer's and seller's perspectives that keep it from happening.
Gleiser obviously has the resources to acquire the frequency but it doesn't happen. Maybe for whatever odd reason he's just not interested. Waller, on the other hand, is known for hording frequencies and merely playing around with them, dangling them in front of others, doing the "look what I have" routine, and wanting prospectibe buyers to come to him with all manner of offers. And on at least one occasion a deal has been struck for other properties and Waller backed out of it.
