This letter concerns the above-referenced request for special temporary filed August 2, 2021 (STA) by Venture Technologies Group, LLC (Venture), licensee of digital low power television (LPTV) station KEFM-LD, Sacramento, California (KEFM-LD or Station). For the reasons below, we grant Venture’s STA with conditions.
KEFM-LD is a digital LPTV station operating on channel 6 in ATSC3.0format. Venture requests an STA to operate an analog FM audio carrier as an ancillary or supplementary service within Station’s assigned digital channel frequencies (FM6 operations).
Venture commits that while it is operating pursuant to the STA, it will continue to make efficient use of the ATSC 3.0 video portion of the Station’s signal. Venture states that the Station will provide at least one stream of synchronized video and audio programming on the ATSC 3.0 portion of the spectrum on a full time (24x7) basis. Venture represents that the Station currently originates video programming provided by Jewelry TV. Venture states that this video programming can be satisfactorily viewed on consumer receiving equipment based on the ATSC 3.0 standard.
Venture further states that the Station’s ATSC 3.0 signal is configured to occupy 5.509 MHz of the Station’s digital channel. Venture states that the ancillary or supplementary audio signal occupies a portion of the remaining bandwidth assigned to the Station as part of its DTV channel. Venture states further that the audio signal does not derogate the Station’s obligations under the Commission’s rules. Venture represents that, since the Station began operating with this configuration, it has not received any complaints about interference. Should any unexpected interference occur, Venture pledges that it will promptly take remedial action, including termination of all or part of the Station’s signal, if necessary.
ACCORDINGLY, the request for special temporary of Venture Technologies Group, LLC for digital LPTV station KEFM-LD, Sacramento, California, IS GRANTED for a period of six months from the date of this letter, subject to the following conditions:
FM6 operations may only be conducted on 87.75 MHz.
This STA has been issued on a non-interference basis and may be immediately modified or terminated if the operation causes interference to any other licensed user, including but not limited to broadcast television or radio users, or if Venture fails to comply with any conditions of grant. Pursuant to section 73.1635(b) of the rules, the Video Division,without the consent of Venture, may also modify the terms of or terminate this authorization for any other reason upon written notice to Venture.
KEFM-LD’s audio and video coverage must reach similar populations.
Venture shall submit written reports, 90 days from the date of this letter and then again 180 days from the date of this letter, detailing any reports of interference to other licensed users it has received and any interference between KEFM-LD’s video and audio services that in any way limits the coverage of its video. Such reports must also include a demonstration that KEFM-LD’s audio and video coverage reach similar populations. During the term of this STA, KEFM-LD must provide at least one stream of synchronized video and audio programming on the ATSC 3.0 portion of the spectrum on a full time (24x7) basis.
During the term of this STA, the technical facilities of KEFM-LD may not be modified.
During the term of this STA, the license of KEFM-LD may not be assigned or transferred.
