KENS DTV-2 no more?

Does KENS 5 not have radar sweep any more on DTV-2? I liked that. It hasn't been on in a while.
 
It may have fallen victim to that FCC reg that says that every station (even -2s and -3s) have to meet a certain children's programming requirement. KVUE pulled theirs here in Austin, but it returned with some E/I (educational/instructional) programming on Sunday morning to meet the requirement.

That is very STUPID. I can't believe they even require that on a weather channel. Come on.

The weather channel is essentially free to provide -- once the MPEG encoder & an hour or two of engineering time is paid for, the expenses are complete.

The children's programming has to be purchased, and you have to have somewhere to play it from and some way of switching it into the encoder. Mind you, it's not horribly expensive, but unlike the weather-only solution it's not free and it does have some ongoing expenses.

To kinda nit-pick the thing, an Act of Congress ordered the FCC to require the E/I programming - it wasn't necessarily the FCC's idea.

I have heard of one station using conditional access to limit access to the weather channel to area cable systems, thus escaping the E/I thing while still reaching most of the audience.
 
Well good job Congress another weather radar channel down. I hope this E/I stuff will get out and just be on the main channel. I hate to think what will happen to HD Radio. I can't believe that every sub channel needs to play children's programming. Sorry that just ticks me off.
 
No, that's understandable. In fact, it wasn't even an issue with the FCC until a year or so ago when some children's TV group (IIRC) claimed that the subchannels were part of the original congressional mandate for three hours weekly of children's programming on TV. Hell, when Congress passed the bill, no one knew what a subchannel WAS. But the way the legislation was written, the FCC decided that to follow the law, each and every stream (channel) had to be included. Just one of those things that....happen.

The other issue (which I don't think Congress was involved in, at least not directly) is EAS. That's required on subchannels too - and may require more hardware than E/I. (though at the station I work for, we deal with it by just hitting a button on the switcher and simulcasting the -1 channel on -2...)

Isn't E/I what PBS is for? Why don't they just pass a law of every web site on the net to require that stuff ::) ::)

Throughout its license term, every TV station must serve the educational and informational needs of children both by means of its overall programming and through programming that is specifically designed to serve those needs. Licensees are eligible for routine staff-level approval of the Children’s Television Act portion of their renewal applications if they air at least three hours of “core” children’s television programming, per week, or proportionally more if they provide additional free digital programming streams....
