KFLC/1270 - 50,000 watts?

According to the FCC site, the application for the 50,000 watt (daytime) upgrade expired on 29 MAY 2006. Presuming that information is correct, what was the rationale for not proceeding with the facility enhancement?

What's a more current (and accurate) source of information? Neither ``amq' (fcc.gov) not radio-locator show the 50,000 facility. BTW...when did the upgrade occur?
